S.W.A.C. creates a pre-qualified database of the checked and verified personal identity and criminal history (if any) of contract workers, and shares this information on a strict need-to-know basis (i.e. proper authorization) among participating facility owners, construction managers, contractors and labor organizations. The S.W.A.C. system reduces the excessive costs that are currently being absorbed by major facility owners by eliminating multiple-screening charges and facilitating the sharing of pre-screened, workers from regional transportation and industrial consortium members. The S.W.A.C. community of trusted workers enhances the safety and security of the entire region. And S.W.A.C. establishes tighter control over the current background screening process by automatically checking every individual in the database every 24 hours against the Office of Foreign Assets Control Specially Designated Nationals (OFAC-SDN) Terrorist Watch Lists. But the consortium’s most dramatic fiscal benefits will be realized over time, as state governments, other transportation agencies, construction management firms, local labor unions, trucking association members, and private industry join the consortium. As these new members enroll and screen their respective labor forces, the industry’s aggregate costs will be dramatically reduced as workers are shared between members at no added cost. |
